Thousands of protesters in Popayán took to the streets in opposition to neoliberal policies and the Tributary Reform in Colombia, which would impose new taxes on basic goods and services such as electricity, internet, and water. Demonstrators clashed with police, throwing rocks and taking down security cameras at the site.
